Northwest Arkansas meeting agendas

Where each governing body posts its agendas, and how far ahead.

We track 20 bodies so far, out of four counties, more than two dozen incorporated cities and towns, and a long list of school and special districts. The list grows as bodies are verified.

Arkansas sets no agenda deadline at all

This is the single biggest difference between Arkansas and the states this project's page template was first written against, and it is easy to get wrong.

California requires a regular meeting agenda to be posted 72 hours ahead. New York requires 24 hours "to the extent practicable" for documents. Arkansas requires neither.

What the Arkansas Freedom of Information Act actually says about notice, in full, is this. For regular meetings, Ark. Code Ann. 25-19-106(b)(1): "The time and place of each regular meeting shall be furnished to anyone who requests the information." That is a duty to answer a question, not a duty to publish, and it says nothing about an agenda.

For emergency and special meetings, 25-19-106(b)(2) requires the person calling the meeting to notify newspapers, radio and television stations in the county, plus any outlet elsewhere that covers the body and has asked to be told, at least two hours before the meeting, "in order that the public shall have representatives at the meeting." The notice runs through the press. There is no parallel obligation to notify the public directly.

So every posting lead time in the table below is a voluntary practice, not a legal floor. A body that stops publishing agendas in advance has not broken the open meetings law.

What "posted ahead" actually means here

Six bodies publish a lead time and every one of them is voluntary.

Every one of those beats the state requirement, which is nothing. The most generous is the metropolitan planning organization, and that is a consequence of federal planning rules rather than of Arkansas law.

Rogers is the interesting case. It is the only body in this market that has written its agenda deadline into an ordinance, and the reason it gives is telling: the agenda must be complete by noon Wednesday "at which time the agenda shall be available for newspaper publication." The rule exists to serve the press, which is the same assumption running through the state's special-meeting notice provision.

Caveat. Rogers' published code is at Supplement 26, codified only through August 2025. Ordinance 26-40, adopted in April 2026, amended Chapter 2 in nine sections and is flagged as amending Sec. 2-54 specifically, and Ordinance 26-51 recodified the whole code in May 2026. Neither is reflected in the published code. Verify with the City Clerk-Treasurer before relying on the Wednesday noon deadline.

Everywhere else, "agendas are available prior to the meetings" is the whole commitment.

Two bodies do not clear even that bar. Ozark Regional Transit posts no agendas at all, only minutes after the fact. Beaver Water District posts one PDF, for the current month, with no meetings page and no archive behind it. If you want to know what either body is about to decide, there is no published way to find out.

And one body's agendas cannot be read by a machine or a screen reader. Lowell's agenda PDFs are scanned images with no text layer. They are not searchable, and assistive technology cannot read them aloud. That is the worst accessibility finding in this market.

Fayetteville's city process is the most transparent about how an agenda is made. Its Rules of Order create a tentative agenda first, then an Agenda Session where the Council settles the final arrangement. An item the Mayor or a council member wants added that was not on the tentative agenda "may only be added to the Final Agenda during the Agenda Session", and at the meeting itself an item can be added only by a motion to suspend the rules. If you are tracking whether something will be heard, the Agenda Session is the checkpoint, not the meeting.

Bentonville's email alert is the most useful small feature in the market. It solves the actual problem, which is not finding the portal but knowing that something new appeared on it.

The portals

Northwest Arkansas has a clearer vendor profile than most markets in this project, and it splits cleanly by sector.

Four things are worth pulling out of that table.

CivicPlus owns the large cities completely. Six of the eight tracked cities use a CivicPlus product, and they include every city over 30,000 people. That is the most decisive single-vendor result found in ten markets other than BoardBook's grip on Rio Grande Valley school districts. If you are going to build one adapter for Northwest Arkansas, it is CivicClerk.

A useful mechanical note for anyone building on that. CivicClerk portals expose a readable OData endpoint at https://{city}.api.civicclerk.com/v1/Events, each event record carries its publishedFiles with fileIds, and agenda PDFs are retrievable at https://{city}.api.civicclerk.com/v1/Meetings/GetMeetingFileStream(fileId=N,plainText=false). That is how the Bentonville and Bella Vista public comment rules on the participate page were obtained verbatim: in both cities the printed agenda carried the rule and the website did not.

That is the general lesson of this market. The agenda is the primary source, not the web page.

Diligent is displacing BoardDocs in the school districts, and you can watch it happen in real time. Three of five districts are now on Diligent Community. Siloam Springs says so on the portal itself: "SSSD has moved to a new platform for our School Board agendas. Some meetings have not migrated over from BoardDocs. Migration of previous board meetings should be complete very soon." Rogers' board page still says minutes have been on BoardDocs since 2017-18 while its live portal is Diligent. Only Fayetteville remains on BoardDocs outright. The same migration was recorded in the Central Valley, which makes it a national pattern rather than a local quirk.

Legistar is absent entirely, as it was in Long Island, Central Appalachia and Upstate New York. Any adapter plan carried over from a California market will be pointed at the wrong vendor.

The six bodies with no portal at all are the six with the most money in play: two county governments, the airport authority, the metropolitan planning organization, the water district and the transit agency. Between them they set the county budgets, allocate the region's federal transportation money, run the airport, run the buses and supply the drinking water. All six publish PDFs, or in one case nothing, and none of them publishes anything structured.

Springdale Public Schools, the largest district in the state, is a seventh case of the same kind: its agendas live in a Google Drive folder scoped to the current school year, so last year's agendas are not merely hard to find, they are in a different folder that is not linked.

A practical warning

bentoncountyar.gov and washingtoncountyar.gov both return HTTP 403 to plain fetchers while loading normally in a browser, and Washington County's agenda packets arrive as direct file downloads rather than as viewable pages. Fayetteville Public Schools' downloadable citizen participation form currently returns Access Denied from the S3 bucket behind it, though the online version of the same form works. lowellarkansas.gov sits behind a bot challenge and refuses automated requests regardless of user agent. library.municode.com, which holds the city codes that carry several of the rules on these pages, returns 403 to fetchers and an empty JavaScript shell to everything else.

If you are checking these links programmatically, expect false failures.
